Dean is Chief Executive of Pendle Borough Council, and has a career of over 27 years in local Government. A qualified accountant, Dean has held senior finance positions at several Councils including Barnsley Metropolitan Council, Craven District Council and Selby District Council. Dean has played an active role in the development of the Council’s joint venture arrangements with Barnfield Investment Properties (PEARL, PEARL 2 and Pearl BM), and is Company Secretary for each company. With a keen interest in raising the aspirations and educational outcome of children, he provides a leading role on all-age skills, education and employment for Lancashire Chief Executives – and is also a Board member of the Lancashire Enterprise Partnership (LEP) Skills and Employment Board.
